The Office of the Resident Coordinator in UNDP Bhutan is looking for the recruitment of two short term consultants as follows:
• National consultancy to consolidate UN Bhutan’s Annual progress report for 2009
• Conference Manager to organize the Country Programme Board meeting and UN country team Retreat

1. National consultant to consolidate UN Bhutan’s Annual Progress Report-2009

Duration of Consultancy Services: 11 January-12 February 2010

Duties and Responsibilities:
• The consultant will be responsible for clearly highlighting concrete results achieved by the RGOB/UN collaboration, including policy developments, progress against selected key indicators, cross-cutting strategies and partnerships, challenges, risks & opportunities including financial matters as per the standard Annual Progress Report template.

• This will involve compiling and consolidating the thematic Annual Progress Reports from the five RGoB-UN Theme Groups and working closely with the Co-chairs of the Theme Groups in ensuring that the consolidated report provides a clear assessment of overall progress and key achievements towards the UNDAF/cCPAP Outcome.

• It will also involve following through with the UN Theme Group Co-chairs to cross check facts and figures, as may be required, as well as with the UN agencies signatory to the cCPAP/UNDAF, which includes non-resident UN agencies.

Deliverables:

• The consultant is expected to share the consolidated report with the Theme Group Co-chairs and the Office of the Resident Coordinator no later than 14 January 2010 and hold a consultative meeting with the Co-chairs on 15 January 2010 to finalize the report for submission to the UN Resident Coordinator and resident members of the UNCT no later than 18 January 2010.

• The final report once endorsed by the resident UNCT members and approved by the UN Resident Coordinator will be shared with the members of the Country Programme Board for the Board’s annual meeting on 28 January 2010.

• The consultant is also expected to attend the Country Programme Board and prepare a comprehensive report of the Board’s annual meeting. The report should be submitted to the Office of the Resident Coordinator by 4 February and finalized by no later than 10 February.

Qualification Experience and Skills:

• Masters degree in social sciences, political science, law, international relations, development studies, or related subjects.
• At least 5 years of experience in research work and report writing.
• Excellent drafting skills in English and presentation skills.
• Excellent organizational skills and ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships with all colleagues. The consultant should have excellent communication and writing skills with the ability to draw out specifically the results/ progress made under the UN thematic programmes.
• He/She should be knowledgeable about the general development issues pertaining to the Government’s 10th Five- Year plan priorities and about the activities of the UN system in Bhutan.
• He/She should have experience in research work and in report writing.
• The consultant should have excellent communication and writing skills with the ability to draw out specifically the results/ progress made under the UN thematic programmes.
• He/She should be knowledgeable about the general development issues pertaining to the Government’s 10th Five- Year plan priorities and about the activities of the UN system in Bhutan.
• He/She should have experience in research work and in report writing

Consultancy fees:
The consultant will be paid a lump sum amount based on the number of days worked.


2. Conference Manager to organize the Country Programme Board meeting and UN country team Retreat

Approximate Duration of Consultancy Services: 11 January - 3 February 2010

Duties and Responsibilities:
• The Conference Manager will be responsible for the organization of the meetings including all logistics arrangements for the conduct of the meetings.
• He/she will be responsible for exploring possible venues and provide details on the costs and facilities available against the various options to enable the RCO to make a decision.
• He/she will be responsible for preparing the invitations to the meeting and keeping an updated list of participants (confirmed or not) to the meetings. This will entail also making arrangements through the UNDP Bhutan office for all travel arrangements of participants, to and from the conference venue as needed, as well as international travel arrangements for participants coming from outside Bhutan.
• He/she will also be required to support the Office of the Resident Coordinator in the timely compilation, formatting, reproduction and distribution of background materials for the meetings.

The Conference Manager will work closely with the Office of the Resident Coordinator’s team under the direct supervision of the Head of the Office of the Resident Coordinator.

Qualification Experience and Skills:
• Advanced university degree (Masters’ preferable) in political or social sciences, economics, international development, conflict analysis/resolution, communications or related fields.
• Excellent organizational skills and ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships with all colleagues.
• Dependability, reliability and initiative.
• Good Communications/public relations including excellent English language writing skills.
• He/she should have excellent logistical and organizational skills; ability to handle effectively multiple tasks without compromising quality; and team spirit and positive working relationships with all colleagues. He/she should have a good command of the English language to interact with colleagues in the UN System in Bhutan and abroad.
• He/she should be able to take forward the work on his/her own initiative with little supervision and should be highly professional, dependable and reliable
Consultancy fees:
The Conference Manager will be paid a lump sum amount based on the number of days worked. The lump sum amount is inclusive of all related travel that may be required to the proposed venue(s) for the meetings.
